Deputy Minister Pham Minh Ha calls for practical, industry-aligned training at ACST

Deputy Minister of Construction Pham Minh Ha on November 19 visited and extended congratulations to the Academy of Construction Strategy and Cadres Training (ACST) on the occasion of the 43rd Vietnamese Teachers’ Day (November 20).

Speaking at the meeting, Deputy Minister Pham Minh Ha acknowledged and highly appreciated the contributions of those engaged in teaching, training, research, and capacity development for the construction sector.

He emphasized that 2025 marks the first year the Academy operates under a unified organizational model built upon nearly five decades of tradition inherited from its predecessor units. "These achievements reflect the responsibility, initiative, and determination of the Academy as it adapted in the post-merger period," he said.

Amid major national developments, the Deputy Minister noted that personnel across the construction sector—from central to local levels—are now facing greater professional and technical demands. This, he stressed, poses challenges but also offers strong motivation for the Academy to accelerate reform, improve training quality, and enhance research capacity to better meet practical needs and support the Ministry of Construction in implementing key policy initiatives.

For the upcoming phase, he requested the Academy to continue reviewing, studying, and implementing several priority tasks. These include further reforming curricula and training methods toward greater practicality, strengthening its role in policy research and communication, and focusing on emerging areas such as urban management, green infrastructure, and digital transformation.

Deputy Minister Pham Minh Ha also urged the Academy to refine its organizational structure, clarify functions and responsibilities, and continue building a professional and transparent institutional culture that enables staff and lecturers to fully exercise their capabilities.

He highlighted the need to gradually improve post-merger facilities to create a more centralized and cohesive working environment—an essential foundation for effective training, research, and cooperation with domestic and international partners.

The Deputy Minister further called on the Academy to proactively seize opportunities and accelerate digital transformation across all operations, including adopting more advanced research applications.

"I firmly believe that, with its long-standing tradition, strengthened staff, and spirit of unity and responsibility, the Academy will continue to grow as a trusted institution for training, capacity building, and policy research of the Ministry of Construction—contributing more substantively to the sector and the country," he said.
