Deputy Minister Pham Minh Ha urges faster development of construction standards system

Deputy Minister of Construction Pham Minh Ha chaired a meeting on November 25 to review progress on developing technical standards and regulations for the construction and transport sectors.

He called for accelerated drafting, stronger coordination and expanded expert involvement.

At the meeting, the Department of Science, Technology, Environment and Construction Materials presented an overview of the current system of sectoral standards and technical regulations, as well as ongoing drafting tasks assigned by the Ministry of Construction.

Concluding the session, Deputy Minister Pham Minh Ha directed the Department to urgently develop regulations governing the management of standard-setting tasks and submit them to the Ministry’s leadership within December 2025. He also tasked the Department with reviewing and proposing the establishment of technical committees and subcommittees for each field, with a report due before December 10, 2025.

The Department of Personnel and Organization was assigned to propose mechanisms and policies to encourage experts and scientists inside and outside the Ministry to participate more actively in developing standards and technical regulations.

Meanwhile, the Department of Planning and Finance will prepare guidance on professional procedures and applicable financial regulations for organizations and individuals engaged in standard-setting work.

Universities, institutes and academies under the Ministry are required to compile lists of qualified experts in relevant fields and submit them for the creation of a sector-wide expert database to support future development of standards and regulations.
