Japan and Vietnam ministers sign a memorandum of cooperation in Tokyo, September 5, 2025.

The renewal follows the expiration in December 2023 of the previous memorandum, which had been updated that year, with both governments agreeing to continue cooperation. Going forward, the two countries will advance initiatives utilizing Japanese expertise and technology in disaster risk management and climate change measures related to water.

The specific areas of cooperation include: Risk management of natural disasters such as floods, droughts, landslides, and coastal erosion; Design of systems for disaster management, technical exchanges, and equipment support; Dam safety management and integrated watershed management; Capacity-building support for personnel; Information sharing during emergencies.

The memorandum was signed at MLIT in Tokyo by Minister Hirofumi Nakano and Vietnam’s Minister of Agriculture and Environment, Tran Duc Thang.

MLIT stated that it will continue to strengthen collaboration with Vietnam through mechanisms such as the Japan–Vietnam Disaster Prevention Cooperation Dialogue.
