At the meeting, representatives of the provincial National Assembly delegation briefed voters on the session’s expected agenda.

The National Assembly is expected to consider 45 draft laws and resolutions, including 44 for adoption and one for consideration. The session will focus on legislative work, socio-economic issues, the State budget and oversight activities.

In his concluding remarks, Minister Tran Hong Minh acknowledged nine opinions covering 17 issues related to central policies and regulations. He asked the provincial National Assembly delegation and People’s Council to ensure that voters are fully informed about matters already addressed by central ministries and agencies.

Regarding surplus public buildings and land, the Minister urged local authorities to study relevant policies and consider converting unused facilities into rental housing for officials and armed forces personnel working away from home, as well as people eligible for policy support.

He also called for limiting the conversion of such properties into commercial and service facilities.

The Minister noted that the new Construction Law has helped streamline related administrative procedures and urged local authorities to properly implement regulations in a fast, targeted, compliant and absolutely safe manner.

On public investment, he stressed the need to focus resources on major projects that deliver high economic efficiency, while prioritising economic development, education and healthcare in remote and border areas.

Minister Tran Hong Minh also asked Cao Bang authorities to fully implement policies for officials, particularly part-time grassroots officials, and to consider transferring surplus personnel following administrative restructuring to grassroots positions that match their expertise.

He further called for stronger interconnection of administrative procedures between communes and wards, provincial departments and central ministries and agencies.

The Ministry of Construction has moved its administrative procedures to the digital environment, with officials working around the clock to process applications and meet demand, he said.
