Minister Tran Hong Minh: HUD must spearhead Vietnam’s 1M-unit social housing program

At a September 16 meeting in Hanoi, the Minister urged the Housing and Urban Development Corporation (HUD) to lead Vietnam’s plan to build at least one million affordable homes by 2030, stressing innovation, restructuring, and capital efficiency.

On September 16, Minister of Construction Tran Hong Minh emphasized that the Housing and Urban Development Corporation (HUD) must take a pioneering role in implementing the Party and Government’s directive to develop at least one million social housing units nationwide by 2030.

The Minister commended HUD’s contributions, including 25 new urban areas and more than 8.5 million square meters of housing floor area. However, he stressed that as a state-owned enterprise, HUD must go further and position itself as the key driver of Vietnam’s social housing development.

Minister Tran Hong Minh outlined five key priorities: strict compliance with Party and Government guidelines; placing social housing at the center of HUD’s strategy; accelerating investment and sales to preserve and enhance state capital; restructuring management and divesting from inefficient investments by 2025; and embracing science, technology, and digital transformation in line with Resolution No. 57 of the Politburo.

"State-owned enterprises like HUD are expected not only to comply with policies but also to embrace innovation", he said. "They must remain pillars of economic stability while leading modernization and international integration".
