Minister of Construction Tran Hong Minh urged project owners to accelerate procedures and guarantee all projects breaking ground on December 19 start on schedule, stressing that no delays are acceptable as the Ministry pushes disbursement.

Minister of Construction Tran Hong Minh emphasizes that all projects scheduled to break ground on December 19 must proceed without delay.

Speaking at the Ministry of Construction’s October 2025 review conference, the Minister noted that most assigned tasks had been completed on schedule. He added that under closer supervision, several major projects have advanced more quickly, with some shortening construction timelines by up to a year. The Huu Nghi–Chi Lang and Dong Dang–Tra Linh expressways are among the most notable examples.

Despite this progress, disbursement remains below expectations, with over VND 37 trillion still awaiting allocation in the final months of the year. The Minister requested project owners to assign qualified staff to swiftly resolve documentation bottlenecks, strengthen settlement procedures, and further speed up the disbursement of public investment.

He also ordered Project Management Units and investors to immediately complete payment procedures for completed construction volumes, particularly those related to finished sections of the Eastern North–South Expressway.

Regarding the seven projects yet to break ground, Minister Minh issued a firm directive requiring all to begin construction by December 19. Any obstacles encountered during implementation must be promptly reported and addressed to maintain overall progress and enhance capital disbursement.

With respect to the Lao Cai–Hanoi–Hai Phong railway project, the Minister said that the investment policy has been approved and most technical standards finalized. He instructed the Railway Project Management Unit and its consultants to coordinate closely with local authorities on route alignment, finalize land-clearance documents, and promptly report additional funding requirements for 2025 to ensure timely disbursement.
