Construction Minister Tran Hong Minh directed agencies to review procedures, remove bottlenecks and ensure completed expressway sections are put into operation before April 15, to boost public investment disbursement and enhance transport efficiency

Construction Minister Tran Hong Minh has instructed relevant units to complete all necessary procedures and ensure that finished expressway sections are put into operation before April 15, 2026.

Speaking at a conference on key tasks in the coming period, the minister urged agencies to coordinate closely in reviewing completed projects, addressing outstanding issues and meeting all conditions required for operation.

The Department of Construction Investment Economics will take the lead, in coordination with the Traffic Police Department and other relevant units, to conduct a comprehensive review of completed expressway projects and facilitate their opening timely.

The Minister also called on project investors and management boards to strengthen on-site inspections and work proactively with local authorities to resolve bottlenecks related to site clearance, material supply and other constraints affecting project progress.

These efforts, he noted, are essential to accelerating construction schedules and ensuring timely disbursement of public investment capital in line with approved plans.

In addition, Minister Tran Hong Minh stressed the importance of completing final settlement procedures in strict compliance with legal regulations.

Regarding major upcoming projects, he requested relevant units to expedite the feasibility study for Component Project 2 and carry out procedures for selecting contractors for survey and technical design of the Hanoi–Lao Cai–Hai Phong railway project.

He also urged the early finalization of bidding documents for consultancy packages, emphasizing the need to select qualified and experienced consultants to ensure the planned commencement of the North–South high-speed railway project in 2026.
