Minister Tran Hong Minh orders faster rollout of rental housing nationwide

Vietnam’s Minister of Construction Tran Hong Minh has directed provinces to accelerate rental housing development, strengthen planning, speed project implementation, simplify procedures and expand housing access for workers and low-income residents.

On June 23, Minister of Construction Tran Hong Minh signed Official Dispatch No. 19/CD-BXD, outlining key measures to accelerate rental housing development in 2026 and the 2026–2030 period.

Under the dispatch, local authorities are required to assess rental housing demand among different population groups and develop practical plans to ensure housing supply aligns with actual needs. The ministry stressed the importance of avoiding supply-demand mismatches and inefficient use of resources.  

The minister also urged provinces and cities to step up investment in rental housing projects funded by state budgets, while promoting the development of worker accommodation in industrial parks and economic zones. Local authorities have been instructed to review housing demand, allocate suitable land resources and accelerate project implementation to provide stable living conditions for workers.  

In addition, localities are required to reserve land for rental and social housing development, particularly in major urban areas, key economic regions, industrial parks, transit-oriented development (TOD) zones and urban redevelopment areas.  

The dispatch calls for stronger efforts to meet social housing targets assigned under Government Resolution No. 07/NQ-CP, while encouraging support mechanisms for households and individuals investing in rental housing. Authorities are also required to strengthen inspections related to environmental sanitation, public security and fire safety.  

Local governments have been instructed to improve the management and use of public housing assets, including official residences, worker accommodation and student housing, and to address situations where public assets remain vacant or underutilized.  

The ministry further called for substantial reductions in administrative procedures for rental and social housing projects through a streamlined "one-stop-shop" approach. Rental housing projects are expected to receive priority treatment under fast-track administrative mechanisms to speed up implementation.  

The dispatch also requires local authorities to fully implement tasks and solutions on rental housing development outlined in recent conclusions issued by the Prime Minister.
