Minister of Construction Tran Hong Minh has directed 10 provinces and agencies to accelerate project execution and ensure at least 95% disbursement of 2025 public investment, warning of suspensions for delays in land clearance or missed deadlines.

The Quang Ngai – Hoai Nhon expressway section is in peak construction, with crews racing to meet deadlines.

According to the directive, projects facing unresolved land clearance issues or failing to meet deadlines — especially those already granted extensions or funded by both central and local budgets — will be reported to competent authorities for suspension and transferred to local management under current regulations.

The Minister emphasized that key and nationally important projects within the 3,000 km expressway program must be completed, including intelligent transport systems (ITS) and toll collection facilities, and be operational by January 2026. Disbursement must reach at least 95%, with a target of 100% of the allocated plan.

Project investors and management units are required to strictly instruct contractors and consultants to speed up construction progress and administrative procedures. Any contractor or consultant causing delays will face strict action, and no major projects slated for completion in 2025 will be allowed to fall behind.

The directive also calls for strengthened cost-saving measures, prevention of waste, and detailed monthly disbursement plans. Internal payment processes must be reviewed and streamlined, with payments completed within four days of workload acceptance. The Minister warned that any individuals or units creating obstacles in disbursement procedures will face disciplinary action.
