Minister Tran Hong Minh pushes fair competition in airport investment projects

Minister Tran Hong Minh chaired a meeting to review Vietjet’s airport investment proposals, stressing transparency, fair competition and efficiency, while setting clear timelines for planning, upgrades and coordination at major airports nationwide.

At the meeting, the minister welcomed Vietjet’s proactive approach in line with Resolution 68 on private sector development, particularly its interest in aviation infrastructure.

The Ministry of Construction said all proposals would be reviewed based on key principles, including alignment with approved planning, operational safety, service quality, and careful assessment of transport demand and investment efficiency to avoid wasteful or fragmented development.

The ministry also stressed the need to clarify investment models, mechanisms and resource mobilization to ensure transparency, fairness and equal competition, while balancing the interests of the State, enterprises and investors.

Regarding Tan Son Nhat International Airport, the minister agreed in principle to allow Vietjet to participate in funding planning work. He assigned the Airports Corporation of Vietnam (ACV) to complete the adjusted planning dossier before May 30 and submit it for appraisal, targeting completion before June 20.

On Vietjet’s proposal to lease the existing domestic Terminal 1 on a long-term basis, the minister described it as a legitimate demand and requested ACV and Vietjet to reach a suitable agreement to ensure balanced interests and improved operational efficiency.

At Noi Bai International Airport, ACV was instructed to coordinate with Vietjet to complete planning contents before May 30, while working with Hanoi authorities to develop connectivity with urban railway systems.

For Long Thanh International Airport, four key service infrastructure components will be included in the phase-two feasibility study, to be submitted for approval before June 15, ensuring readiness before the airport becomes operational.

At Chu Lai and Tho Xuan airports, ACV was tasked with coordinating with local authorities to move forward with implementation, while Vietjet will work with relevant parties to complete planning and investment procedures.

For Da Nang International Airport, the Civil Aviation Authority of Vietnam was assigned to coordinate with ACV to upgrade the airport in line with the approved master plan.
