Minister Tran Hong Minh reviews Huu Nghi–Chi Lang, Dong Dang–Tra Linh expressway progress
On Jan 14, Minister Tran Hong Minh inspected the Huu Nghi–Chi Lang and Dong Dang–Tra Linh expressways, urging faster work, strict quality and safety, and removal of bottlenecks to accelerate completion.

At the site, the minister urged investors and contractors to mobilize maximum manpower and equipment, take advantage of favorable weather conditions, and accelerate construction progress. He emphasized prioritizing the completion of the crushed stone base and asphalt pavement on key sections connecting the Bac Giang–Lang Son Expressway with the Huu Nghi–Chi Lang route to the National Highway 4B interchange in Ky Lua Ward.
He also stressed the need to ensure environmental sanitation, traffic safety and public order during construction, while requiring supervision consultants to strengthen quality control in accordance with approved designs.
Addressing investors’ proposals, Minister Tran Hong Minh asked the Lang Son Provincial People’s Committee to promptly submit a request to the Ministry of Finance to resolve VAT refund issues in line with regulations. He added that the Ministry of Construction would accelerate guidance on rest-stop investments and amendments to Decree 165 to facilitate project implementation.
As the Huu Nghi–Chi Lang Expressway nears completion, the minister agreed in principle to allow free traffic for the public during the Lunar New Year 2026, provided that temporary traffic organization plans and safety measures are strictly enforced, including speed limits on unfinished sections.
The Huu Nghi–Chi Lang Expressway is expected to be completed in September 2026, three months ahead of schedule. After completion, relevant agencies will be required to organize traffic properly, strictly control vehicle loads on National Highway 1, and prevent overloaded trucks from bypassing toll roads, ensuring long-term infrastructure durability and road safety.
