Vietnam, Japan strengthen cooperation in housing finance

Vietnam’s Ministry of Construction and the Japan Housing Finance Agency (JHF) agreed to enhance information exchange and cooperation in housing finance at a May 25 working session between Deputy Minister Nguyen Van Sinh and JHF representatives talks.

At the meeting, Deputy Minister Nguyen Van Sinh highlighted the steady growth of Vietnam’s housing and real estate market alongside rapid urbanization, industrialization and economic development. He said the market is undergoing restructuring toward healthier, more transparent and sustainable growth, with strong potential seen in segments such as social housing, affordable housing, industrial real estate and logistics infrastructure.

The deputy minister expressed hope that JHF would contribute comments to Vietnam’s amended Housing Law and amended Real Estate Business Law to help improve the country’s legal framework for the real estate sector.

Representatives of the Japanese Embassy and JHF introduced the agency’s experience in housing finance policies and support mechanisms in Japan. Established in 2007 under the supervision of Japan’s Ministry of Land, Infrastructure, Transport and Tourism and the Ministry of Finance, JHF provides housing loan insurance, financing support and housing-related financial services.

JHF representatives said Vietnam could draw lessons from Japan’s housing finance model as the country considers establishing a National Housing Fund in the future. The Japanese side also introduced support programs covering affordable housing loans, post-disaster housing reconstruction and green housing development.

The agency is currently implementing several housing finance cooperation activities in Vietnam and supporting Japanese enterprises investing in the country. In 2025, JHF received funding from Japan’s Ministry of Land, Infrastructure, Transport and Tourism to organize training courses for officials from Ho Chi Minh City and support research on housing finance mechanisms in Vietnam.

Deputy Minister Nguyen Van Sinh welcomed JHF’s proposal to organize training programs in Japan on affordable housing and accessible housing loans for officials from Vietnam’s Ministry of Construction, Ministry of Finance and local authorities. He noted that studying Japan’s experience would be particularly valuable as Vietnam prepares to adopt amended housing and real estate legislation aimed at improving state management and expanding affordable housing opportunities.
