According to the minister, the expressway would help expand development space following provincial mergers, improve transport connectivity, facilitate the movement of agricultural products to seaports, and strengthen links between border gates and key economic areas.

"The expressway will play an important role in unlocking regional development potential, improving logistics connectivity and ensuring national defense and security," Minister Tran Hong Minh said.

The Ministry of Construction also backed a proposal to develop the project under the public-private partnership (PPP) model. Minister Tran Hong Minh requested Duc Long Gia Lai Group JSC, the proposed investor, to prepare a comprehensive investment proposal and ensure full compliance with legal regulations.

He assigned relevant agencies under the ministry to guide the investor in completing detailed project documentation, including an accurate estimate of total investment capital.

Minister Tran Hong Minh further agreed with local authorities’ proposal to report to the Prime Minister and seek approval for the Ministry of Construction to act as the competent state agency overseeing project research and implementation.

He also urged the three provinces to promptly submit reports to the Government, including commitments on capital contributions for the project, so that the ministry could finalize procedures for submission to competent authorities.
