The Ministry of Construction successfully held its First Party Congress for the 2025–2030 term on August 4–5 in Hanoi, marking a pivotal event in its organizational development. With the theme "Wisdom – Breakthrough – Vision" and the guiding motto "Solidarity – Democracy – Discipline – Breakthrough – Development", the Congress gathered 241 delegates from 53 grassroots Party organizations, representing over 9,750 Party members across the sector.

The Congress reviewed the achievements of the past term and mapped out strategic directions for the next five years. Delegates elected a 39-member Executive Committee and a 13-member Standing Committee. Minister Tran Hong Minh, Member of the Party Central Committee, was elected Secretary of the Party Committee of the Ministry of Construction.
In his address, Minister Tran Hong Minh emphasized the need for stronger internal unity, political determination, and innovation to fulfill the Ministry’s mission in the context of rapid urbanization and national development goals. He called on the Party organizations under the Ministry to lead with discipline and drive transformative changes in the construction industry.
The Congress outlined five core missions: completing 3,000 kilometers of expressways and 1,000 kilometers of coastal roads; accelerating the North–South high-speed railway project; expanding social and affordable housing programs for workers and those with meritorious service; reforming the legal framework for construction, planning, and real estate; and driving digital transformation and sustainable development through smart construction solutions and green building standards.
Addressing the Congress, Prime Minister Pham Minh Chinh commended the Ministry’s achievements during 2020–2025, highlighting its contribution to national infrastructure and urban planning. He emphasized the Ministry’s strategic role in achieving three national breakthroughs: institutions, human resources, and infrastructure.
The Prime Minister directed the Party Committee to enhance leadership capacity, improve efficiency in state management, and ensure robust oversight mechanisms. He stressed the importance of decentralization, anti-corruption measures, and timely completion of key national projects. He urged the Ministry to continue leading in infrastructure development and housing, calling it not only an economic mission but also a political and social responsibility.

Delegates agreed that the 2025–2030 term presents both challenges and opportunities. To succeed, the Party Committee must maintain integrity, embrace innovation, and foster a culture of responsibility and action. The Congress closed with a strong consensus on the direction and determination needed to turn vision into reality.
With the successful conclusion of its First Party Congress, the Ministry of Construction enters a new chapter—one focused on harnessing collective wisdom, executing strategic breakthroughs, and contributing meaningfully to the country’s sustainable development goals.
