The Minister stressed the urgency of overcoming current procedural and technical challenges to ensure that the project begins construction on schedule, with groundbreaking set for December 19.

He urged all relevant units to optimize resources and enhance coordination, especially with the Chinese side, to accelerate the completion of the feasibility report. He emphasized the importance of leveraging foreign consultancy in parallel with strengthening domestic expertise, highlighting the project’s potential to foster technical exchange and improve national capabilities.
Minister Minh called for the early finalization of the general construction plan, as well as the prompt selection of contractors and consultants to prepare for upcoming phases.
Regarding land clearance, he directed relevant agencies to closely coordinate with local authorities and Vietnam Electricity (EVN) to expedite the relocation of infrastructure and deliver cleared land, particularly at five key station sites where construction will begin.
He also emphasized the need to promptly issue a standardized technical system applicable to the entire national railway network to ensure consistency in design, safety, and operation.

On the topic of technological development, Minister Minh underscored the importance of accelerating the establishment of a Railway Technology Complex, which will support future needs in repair, maintenance, and the manufacturing of railway components.
In terms of human resources, the Minister directed the completion and submission of the “Railway Sector Human Resources Development Plan” to the Prime Minister for approval. He also called for the proactive development of a high-quality training roadmap to support all phases of the railway’s lifecycle—from construction to operation and maintenance.
Concluding the meeting, Minister Minh assigned specific tasks and deadlines to all stakeholders, reiterating the government’s commitment to launching the Lao Cai – Hanoi – Hai Phong railway project on time and turning it into a model for modern, sustainable rail infrastructure in Vietnam.
