(Construction) – This was the conclusion given by Deputy Minister of Construction Pham Minh Ha, Permanent Vice Chairman of the State Council for Construction Acceptance, during a meeting held on 26 March to review the acceptance of completed construction works for the Investment project on terminals No. 3 and No. 4 at Hai Phong international gateway port.
At the meeting, based on the documentation provided—including records, quality management files, construction inspection results, as well as reports from the investor, design consultants, supervision consultants, and the Council\'s Expert Group—the Council concluded that the principal construction works had been carried out in accordance with the approved design. The investor had organised the acceptance of completion for the items intended to be brought into operation and use. Issues arising during the construction process had been explained, clarified, or addressed by the investor.

Deputy Minister Pham Minh Ha acknowledged and praised the investor and contractor for mobilising all available resources to ensure that the Investment Project for the Construction of Wharfs No. 3 and No. 4 at Hai Phong international gateway port was implemented on schedule. He urged the investor to continue finalising the necessary documentation to complete the project in accordance with legal regulations on construction quality management, and to pay close attention to monitoring the project during its operational phase. On the local side, he called on the Hai Phong City People’s Committee to coordinate efforts to ensure safe traffic in and out of the port once the project becomes operational.

Speaking at the meeting, Mr Nguyen Duc Tho, Vice Chairman of Hai Phong City People’s Committee and Vice Chairman of the Council, expressed agreement with the investor’s report. He stated that any issues arising during the construction process had been monitored by the consultants and that the investor had committed to addressing them in accordance with legal regulations.
“When putting the port into operation while continuing construction of the remaining items, the investor should work closely with the contractor to ensure strict management of traffic safety, occupational safety, and operational safety” Mr Tho emphasised.
In its capacity as the Standing Unit of the Council, Mr Hoang Hai, Director of the State Appraisal Department of Construction Quality, along with the Council’s Standing Unit, put forward a number of recommendations and requirements for the investor, both prior to and following the commissioning and operation of the constructed items.
Hai Phong Port Joint Stock Company stated that the investor has carried out the construction in accordance with the appraised and approved design documents, compiled the complete project completion dossier, and organised the acceptance of construction items and works in accordance with legal regulations. This has enabled the Council to proceed with the inspection and acceptance of the completed items and works within its jurisdiction.
