Strengthening cooperation on housing policy and real estate
During a working visit to Japan from August 27-28, Minister of Construction Tran Hong Minh led a delegation from the Ministry of Construction in meetings with Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) and the Japan Housing Finance Agency (JHF).

The meetings focused on Japan’s experience in housing policy, the real estate market and housing finance mechanisms.
At the meeting with MLIT, Vice-Minister Masamichi Hashimoto and representatives of Japanese agencies responsible for housing, real estate, construction and economic affairs welcomed the growing Comprehensive Strategic Partnership between Vietnam and Japan, as well as the long-standing cooperation between the two ministries.
Minister Tran Hong Minh highly appreciated MLIT’s cooperation and support for Vietnam in infrastructure and urban development, construction, transport, technical assistance and human resource training.
He noted that following the merger of the Ministry of Transport and the Ministry of Construction, Vietnam’s Ministry of Construction and MLIT now share many similarities in their state management functions, creating favorable conditions for stronger exchanges and cooperation.
Minister Tran Hong Minh said Vietnam is accelerating efforts to improve its institutional framework for housing and the real estate market. The Ministry of Construction is leading the drafting of amendments to the Law on Housing and the Law on Real Estate Business, which are expected to be submitted to the National Assembly for consideration and approval in October 2026.
Against this backdrop, Japan’s decades of experience in developing and refining housing policies could provide valuable reference for Vietnam’s policymaking process.
MLIT agencies shared experience in developing and implementing policies on social housing, public housing and rental housing for low-income earners, workers and people facing housing difficulties.
The two sides also discussed mechanisms for identifying eligible beneficiaries, rental support policies, long-term capital mobilization and the roles of central and local governments, financial institutions and private enterprises in housing development.
The Vietnamese delegation also studied Japan’s diversified housing supply model, including public housing managed by local governments, rental housing operated by the Urban Renaissance Agency (UR), private housing incorporated into the housing safety net, and various housing finance support instruments.
Toward more people-centered housing policies
On August 28, Minister Tran Hong Minh and the delegation held a working session with the Japan Housing Finance Agency.

Minister Tran Hong Minh appreciated JHF’s cooperation with Vietnam, particularly in experience sharing and human resource training in the housing sector.
He said Japan’s experience in developing affordable housing and housing loan programs provides useful reference for Vietnam’s state management of housing.
JHF representatives shared Japan’s experience in financial support policies for social, rental and affordable housing, as well as mechanisms for mobilizing long-term capital.
The discussions also covered credit, guarantee and insurance programs and coordination among the government, financial institutions and businesses. The delegation studied Japan’s experience in organizing, funding and operating housing finance programs at both central and local levels.
These experiences provide useful reference as Vietnam seeks to improve its housing finance mechanisms and policies in a sustainable manner, taking into account the country’s socio-economic conditions and people’s access to housing.
The working sessions also provided practical insights into expanding housing supply, managing public and rental housing and using financial instruments to improve access to housing, particularly for low-income earners, workers and people facing housing difficulties.
The visit also contributed to strengthening cooperation between Vietnam’s Ministry of Construction and MLIT, JHF and other Japanese agencies, helping further advance the Vietnam-Japan Comprehensive Strategic Partnership.
