Under the agreement, Kajima will manufacture the CO2-absorbing concrete products, while the city will utilize these products. The initiative, which focuses on CO2 absorption and fixation, is positioned as a local production-and-consumption model for environmental sustainability in public works.

The project targets CO2 derived from exhaust gases generated at a waste incineration plant in Tsurumi Ward. Mitsubishi Heavy Industries Group will separate and recover the CO2 from the exhaust, providing a portion of it to Kajima. Kajima will then utilize its proprietary "CO2-SUICOM" technology to produce concrete products with high levels of fixed CO2. The city will be responsible for developing applications for these products, with plans to use them at the International Horticultural Exhibition (Green Expo 2027 Yokohama) site and other public works projects within the city.
CO2-SUICOM replaces a majority of the cement—a primary ingredient in concrete—with industrial byproducts and special additives to fix CO2 during the manufacturing stage. Large amounts of CO2 are absorbed and fixed through "carbonation curing," a process in which concrete is cured inside a chamber filled with CO2.
