Minister of Construction Tran Hong Minh has been elected as a deputy to Vietnam’s 16th National Assembly, according to the official list of 500 deputies announced by the National Election Council on March 21.

He is among 214 candidates nominated by central agencies and organizations, and one of several key government officials securing seats in the new legislature.
This marks Mr. Minh’s second consecutive term as a National Assembly deputy, having previously served in the 15th tenure.
Born in 1967 in Hanoi, Mr. Tran Hong Minh is a member of the Party Central Committee for the 13th and 14th tenures. He has also served on the Government Party Committee’s Executive Board since February 2025.
With more than 35 years of service, Mr. Minh has held multiple senior leadership positions in both the military and government sectors. He previously served as Commander of Military Region 1 and Chairman of the General Department of Defense Industry.
In September 2021, he was appointed Secretary of the Cao Bang Provincial Party Committee and Head of the province’s National Assembly delegation.
He was named Minister of Transport in November 2024 and continued in office following the merger of the former Ministry of Construction and Ministry of Transport into a new Ministry of Construction in February 2025.
Mr. Minh holds an engineering degree and a master’s degree in military construction from the Military Technical Academy, along with a PhD in bridge and road engineering from Ho Chi Minh City University of Technology. He also holds an advanced degree in political theory.
His re-election underscores continued confidence in experienced central-level officials as Vietnam shapes its legislative agenda for the new term.
