Minister of Construction Tran Hong Minh said the ministry prioritised removing bottlenecks affecting project implementation, transport capacity, housing supply and the business environment during the first half of 2026, contributing to the Government’s goal of achieving GDP growth of at least 10%.

Speaking at the Government’s regular meeting for June 2026, the Minister said the ministry had implemented a range of measures under the 2026 socio-economic development plan, with a focus on accelerating key national transport projects in line with the Prime Minister’s directives.
He noted that all localities have completed adjustments to provincial and urban-rural master plans under Conclusion No. 18-KL/TW, while the ministry has finalised all transport sector plans. Nationwide, all urban areas now have approved master plans, more than 94% of communes have completed general planning, and the urbanisation rate has exceeded 45%.
According to the Minister, these achievements provide a solid foundation for expanding development space, improving urban and rural infrastructure, attracting investment and supporting a healthier real estate market.
As of June 30, Vietnam had issued 3,904 national standards, adopted 1,450 foreign standards and promulgated 190 technical regulations covering the construction sector. The country has also completed 1,791 railway standards and 40 railway technical regulations.
During the first six months of the year, the ministry submitted six government decrees and issued nine circulars and two decisions to implement the 2025 Construction Law, all of which took effect on July 1, 2026.
Looking ahead, Minister Tran Hong Minh urged local authorities to accelerate growth in the construction sector, promptly remove project bottlenecks, step up social and rental housing development, and proactively review and adjust urban planning.
