Deputy Minister Nguyen Van Sinh: Addressing obstacles in Phu Tho’s two-tier model

Deputy Minister Nguyen Van Sinh worked with Phu Tho province to address difficulties in implementing the two-tier local government model, focusing on planning, construction infrastructure, transportation, and professional human resources.

At the September 11 meeting, Deputy Minister Nguyen Van Sinh affirmed that the task of decentralizing construction management from the Ministry of Construction to provinces and cities, and from provinces and cities to communes and wards, is a major responsibility. He requested that Phu Tho direct its Department of Construction to strengthen guidance on the implementation of Government Decree No. 100, detailing provisions of the Housing Law on the development and management of social housing.

Deputy Minister of Construction Nguyen Van Sinh and the working delegation of the Ministry of Construction held a working session in Phu Tho.

He also emphasized the need to continue reviewing legal documents on construction; to review and allocate sufficient staff for construction management in communes and wards where shortages remain, ensuring smooth and uninterrupted operations; and to assess demand and solutions for housing support for officials, civil servants, and public employees in need. Training and professional capacity building for staff in the construction sector should also be reinforced.

Regarding the development of social housing, Deputy Minister Nguyen Van Sinh requested the province to continue focusing on completing the targets assigned by the Prime Minister. He stressed the need to address difficulties in compensation and land clearance, proactively review and adjust housing development programs and plans to match the province’s expanded development space after administrative mergers.

In addition, he urged greater attention to housing projects for workers in industrial zones, with regular reviews and allocations of social housing investment plans suitable for each year and development stage.
