Speaking at the event, Nguyen Van Sinh said the Government had recently promulgated Decree No. 357/2025/ND-CP, which provides a comprehensive legal framework for building, operating and managing the housing and real estate market information system nationwide.

According to the Deputy Minister, the conference aimed to help ministries, sectors and localities fully grasp the new regulations and ensure consistent and effective implementation across the country.
"Most existing systems are still largely manual, data are not fully updated or timely, and have yet to meet the requirement of being accurate, sufficient, clean and live," he said.
Amid strong government direction on digital transformation and national data development, and alongside ongoing land data standardisation led by the Ministry of Agriculture and Environment, the Ministry of Construction was tasked with reviewing and revising Decree No. 94/2024/ND-CP.
As a result, the Government issued Decree No. 357/2025/ND-CP, replacing the previous regulation and providing detailed guidance on implementing several provisions of the 2023 Law on Real Estate Business.
The new decree sets out specific requirements for information technology infrastructure, integration and connection of existing land, housing and real estate data, and continued improvement of the national information system to ensure more complete, transparent and effective data management.
One notable highlight of the decree is the introduction of real estate identification codes, which will be linked to land identification codes. Deputy Minister Nguyen Van Sinh described this as a crucial step toward improving data synchronisation, facilitating updates and ensuring compliance with the principle of "accurate, sufficient, clean and live" data exchange.
He stressed that the effective implementation of the decree would contribute to enhancing state management, improving market transparency and supporting the sustainable development of the housing and real estate market in Viet Nam.
