On December 29, Minister Tran Hong Minh chaired a meeting with leaders of Son La and Dien Bien provinces, along with representatives from the Ministry of Finance, to discuss the investment plan for the CT.03 expressway, covering the Moc Chau – Son La – Dien Bien – Tay Trang border gate section.

According to the approved planning, the Hanoi – Hoa Binh – Son La – Dien Bien expressway will span approximately 450 kilometers, linking Hanoi with Phu Tho, Son La, Dien Bien and Laos. The Hanoi – Hoa Binh section is planned as a six-lane expressway, while the Hoa Binh – Tay Trang border gate section will be developed with four lanes, with investment scheduled before 2030.
At the meeting, the Minister emphasized that the investment policy for the Moc Chau – Son La – Dien Bien – Tay Trang section must soon reach consensus among localities and relevant ministries to ensure smooth implementation without procedural bottlenecks.
He requested Son La and Dien Bien provinces to coordinate closely with the Ministry of Construction in completing documentation for the investment policy and the pre-feasibility study in line with the approved plan.
Minister Tran Hong Minh assigned the Thang Long Project Management Board to prepare the investment policy dossier for submission to the first session of the 16th National Assembly. Following approval, the project will be divided into component sections, with land clearance costs calculated appropriately.
As the sectoral management authority, the Ministry of Construction will carry out overall procedures applied to other expressway projects and support the two localities in finalizing the investment policy, the Minister affirmed.
Regarding Son La province’s proposal to expand the Hoa Binh – Moc Chau expressway to a full four-lane standard, the Minister instructed relevant units to coordinate closely and report to the Prime Minister for consideration of capital allocation.
