Prime Minister urges Construction Ministry on five assurances, six breakthroughs in 2026

Prime Minister Pham Minh Chinh told the Construction Ministry to deliver five assurances and six breakthroughs, urging double-digit growth in 2026, the first year of the new phase after the 14th Party Congress.

Prime Minister Pham Minh Chinh has instructed the Ministry of Construction to resolutely implement the "five assurances" and "six breakthroughs" to deliver stronger and more substantive results in the coming period.

The directive was delivered at a national conference held on December 21 to review the Ministry’s performance in 2025 and outline key tasks for 2026. At the event, the Prime Minister acknowledged the sector’s achievements, highlighting progress in institutional improvement, integrated planning, infrastructure development, organizational streamlining, internal unity, digital and green transformation, urban development, and rural renewal.

Responding to the Prime Minister’s guidance, Minister of Construction Tran Hong Minh noted that 2026 would be the first year implementing the Resolution of the 14th National Party Congress and a critical milestone in the 2026–2031 socio-economic development plan. He described the year as the starting point of a new development phase for the sector.

The Minister affirmed that the Ministry of Construction would fully absorb the Prime Minister’s directions and translate them into concrete actions, emphasizing unity, determination, and decisive implementation under the principles of focusing on outcomes and completing tasks thoroughly and effectively.

The Prime Minister stressed the special significance of 2026 and urged the construction sector to strive for double-digit growth. He also outlined three key lessons: closely following the Party’s leadership and major directives; maintaining unity while responding flexibly and promptly to changing circumstances; and ensuring that policies and solutions are grounded in practical realities.

In addition, the Prime Minister requested the Ministry to effectively implement the five assurances—covering institutions, infrastructure, governance, implementation capacity, and coordination—alongside six breakthroughs, including strategic mindset and vision, mobilization of resources for national key projects, science and technology, innovation, digital and green transformation, housing and real estate market management, transport development, and the removal of existing bottlenecks.
