The Ministry of Construction held a conference on September 10 to review the implementation of Politburo Resolution No. 57-NQ/TW and progress under its 100-day action plan to address bottlenecks in digital transformation.

In his opening remarks, Minister Tran Hong Minh said Resolution No. 57-NQ/TW identifies science and technology, innovation and digital transformation as key drivers and breakthrough solutions for Vietnam’s rapid and sustainable development in the new era.
For the construction sector, which plays a key economic and technical role and has far-reaching impacts on infrastructure, urban development, housing and the real estate market, comprehensive modernization through digital technologies, databases and artificial intelligence is no longer simply inevitable but a development imperative.
The minister said that, under the direction of the Central Steering Committee, the Ministry of Construction has actively disseminated the resolution, developed a concrete action program and taken decisive steps to implement Resolution No. 57-NQ/TW across all areas under its state management.
Despite the positive results achieved, he said several shortcomings need to be addressed.
These include delays in completing the institutional framework for developing, connecting and sharing data systems in some areas, as well as slow progress in digitizing historical data. Human resources for innovation, information safety and cybersecurity also remain insufficient to meet current requirements.
Against this backdrop, Minister Tran Hong Minh called for discussions to focus on three key areas.
First, the ministry needs to strengthen awareness of digital transformation across the organization and clearly identify institutional and policy bottlenecks, as well as difficulties in inter-agency coordination that are hindering progress.
Second, efforts should be accelerated to develop digital infrastructure, national databases and sector-specific databases, ensuring that data are "accurate, complete, clean, live, unified and shared."
The minister also called for seamless data connectivity between the ministry and provinces and cities, along with effective sharing with relevant national and sector-specific information systems and databases.
Third, the construction sector needs to identify major challenges requiring scientific and technological solutions while closely linking research outcomes with practical applications and tangible results.
Minister Tran Hong Minh also called for stronger development of strategic technologies for high-speed rail and urban railway systems.
"Reviewing the implementation of Resolution No. 57-NQ/TW is not simply about summarizing figures. More importantly, it is about identifying breakthrough solutions, building consensus and generating new momentum for action in the next phase of development," the minister stressed.
