He emphasized that these legal changes are essential to align with the two-tier local government model, address existing overlaps, and empower local authorities. Since the model’s implementation, many localities have sought the Ministry’s support in resolving difficulties—particularly in public investment preparation and multi-level planning, including urban, rural, regional, and sectoral plans.

Minister Tran Hong Minh urged agencies to clarify the political, legal and practical basis for amending laws.

The Minister noted that the recent merging of communes and wards has created larger administrative units and broader development spaces, requiring updated definitions and classifications for urban areas. Legal frameworks, he said, must clearly set orientations for building a modern, advanced, digitally enabled, and smart urban system, while embedding green development and climate change response through concrete standards.
