Speaking at the 14th Congress of the Vietnam General Confederation of Labour for the 2026–2031 term on June 4, Minister of Construction Tran Hong Minh highlighted the Government’s efforts to expand both social housing and rental housing to better meet the accommodation needs of workers and low-income groups.
Minister Tran Hong Minh said expanding rental housing would help better meet workers’ housing needs amid persistently high housing prices.
The Minister said the development of rental housing is an important solution to improve housing affordability, particularly as housing prices remain beyond the reach of many citizens.
According to Minister Tran Hong Minh, the Government is actively pursuing the target of developing one million social housing units during the 2021–2030 period through a range of policies aimed at removing bottlenecks and encouraging investment from all economic sectors.
To date, 781 social housing projects, totaling more than 720,000 units, have been launched nationwide.
Despite the progress, challenges remain. The supply of affordable housing and long-term rental accommodation is still limited, while housing prices continue to exceed the financial capacity of many households.
The Minister said the Government is working closely with local authorities to promote more flexible housing solutions, including long-term rental housing, to ensure broader access to suitable housing, especially for workers and low-income residents.
Alongside social housing development, many localities are implementing rental housing programmes, while businesses are increasingly registering to invest in the sector.
Government support measures, particularly preferential credit and interest-rate policies, are expected to accelerate the development of social and rental housing projects in the coming years.
Minister Tran Hong Minh also stressed that all social and rental housing projects must meet technical standards, construction quality requirements and infrastructure criteria to improve living conditions and enhance residents’ quality of life.
