On September 12, Minister of Construction Tran Hong Minh held a working session with the Party Committee and People’s Committee of Bac Ninh Province to address challenges in urban planning and transport infrastructure development.

Deputy Minister Le Anh Tuan noted that Bac Ninh has been assigned to invest in a 57-kilometer section of Ring Road V passing through the province. For National Highways 31, 279 and other decentralized routes, the province should proactively propose investment plans and accelerate implementation to meet residents’ travel needs.

Concluding the meeting, Minister Tran Hong Minh praised Bac Ninh’s socio-economic achievements, particularly in industrial and infrastructure growth. He added that on September 13, the Ministry would report rural planning progress to the Government. At the upcoming National Assembly session, draft laws on planning and urban development are expected to be passed, providing a stronger legal framework for localities.
Regarding the province’s proposal to pilot urban digitalization, the Minister recommended Bac Ninh focus instead on comprehensively implementing digital governance in line with the Government’s approved resolution. He also urged the province to coordinate with Hanoi – Bac Giang BOT Investment JSC to expand the expressway and upgrade frontage roads into urban roads, helping to ease traffic congestion near industrial zones.
Minister Tran Hong Minh emphasized that Bac Ninh must quickly finalize investment procedures using local budget resources and implement projects in a synchronized, sustainable, and long-term manner to avoid repeated overloads soon after upgrades.
