On September 29, Minister of Construction Tran Hong Minh, together with leaders of the Cao Bang Provincial Party Committee, People’s Council, and People’s Committee, met with voters in Ly Quoc and Quang Uyen communes ahead of the 10th session of the 15th National Assembly.

Speaking at the meetings, Minister Tran Hong Minh emphasized that the upcoming National Assembly session will continue to focus on removing policy bottlenecks for local governments and citizens, particularly in remote and border areas such as Cao Bang.
Addressing proposals from residents of Ly Quoc, he noted that the long-delayed Quay Son River embankment project is crucial to protecting communities from floods and supporting livelihoods. He urged the provincial authorities to prioritize and allocate funding to accelerate its construction.
Highlighting Cao Bang’s strategic position with eight international border gates — including Tra Linh and Ta Lung — the Minister stressed the need to upgrade the Ly Van border gate to international status. This, he said, requires building a connecting road to the Dong Dang – Tra Linh expressway to unlock cross-border trade and tourism opportunities.
Responding to voters’ concerns in Quang Uyen commune, Minister Tran Hong Minh underscored that the licensing and operations of stone mines must comply with environmental protection standards to avoid harming local communities. He also called for better mine planning and transparent management of construction material prices to support both development and sustainability.
On staffing issues, the Minister clarified that under Government regulations, non-specialized commune-level officials will continue their roles until May 31, 2026, after which they will receive severance benefits as stipulated.
He further noted that national highways have been handed over to provincial management and encouraged Cao Bang to propose funding from the Ministry of Finance to repair and upgrade degraded road sections. Projects, he emphasized, must be completed in full stretches to ensure efficiency and maximize socio-economic impact.
Minister Tran Hong Minh also urged provincial leaders to focus on improving people’s livelihoods by expediting the issuance of land-use right certificates, providing clean water, and ensuring proper environmental sanitation in both urban and rural areas. He emphasized the need to invest in education, particularly in recruiting teachers for remote and border communes, and to accelerate digital transformation to improve administrative services for citizens.
The Minister’s remarks reflected the central government’s commitment to addressing grassroots concerns while driving forward key infrastructure development, which he described as the cornerstone of Cao Bang’s sustainable growth and its integration into the regional economy.
