On July 21, Minister of Construction Tran Hong Minh, who also serves as Deputy Head of the Government Steering Committee for key national railway projects, conducted a field inspection of the Lao Cai – Hanoi – Hai Phong railway line.

The visit covered Lao Cai, Phu Tho, Bac Ninh, and Hanoi, with the focus on resolving land clearance and resettlement issues to meet the scheduled groundbreaking dates of August 19 and December 19.

In Lao Cai, Minister Minh inspected the proposed site for the new Lao Cai station and areas requiring relocation of residential and commercial premises. He urged local authorities to accelerate planning for road infrastructure that meets technical standards, ensure connectivity with China, and finalize zoning to attract investment. Emphasizing the strategic role of the Lao Cai section as the first link in the logistics corridor connecting northern Vietnam to international markets, the Minister warned that delays in land clearance would impact the entire project.

During his working session in Phu Tho Province, Minister Minh directed the provincial government to expedite clearance efforts and start building the resettlement site at Doi Cay Den (Phu Tho Ward) by August 19. The 17.422 square-meter site will support households affected by the railway project. He also requested transparency in the compensation process to prevent inflated claims and financial waste. The 32-hectare Phu Tho station, planned as a combined passenger and freight terminal at Doi Cau Buc, is scheduled to break ground on December 19.

The Minister noted that the Hanoi – Bac Ninh section, though only 40 kilometers long, passes through high-density residential areas, making implementation more complex. He instructed local authorities to complete land clearance by August 19 and begin work on all station sites and connector roads by December 19. Project management units and consultants were tasked with completing detailed designs, resettlement plans, and infrastructure relocation documentation by August. An elevated rail design is to be considered for the Hanoi–Bac Ninh stretches to reduce road crossings and minimize disruption.

Minister Tran Hong Minh concluded by underscoring that compensation and resettlement solutions must be diversified and responsive to community needs. Options may include direct cash support, access to social housing, or on-site resettlement. "Without resettlement, there is no infrastructure; without consensus, there is no project", he stated.
