Vietnam, Algeria to deepen cooperation in construction and transport

Vietnam and Algeria have agreed to accelerate preparations for the 13th session of the Vietnam-Algeria Intergovernmental Committee, aiming to boost bilateral cooperation in construction and transport, officials said Wednesday.

The announcement came during a meeting in Hanoi between Vietnamese Minister of Construction Tran Hong Minh and Algerian Ambassador to Vietnam Azeddine Bechka.

Minister Tran Hong Minh and Ambassador Azeddine Bechka meet in Hanoi on July 3 to advance cooperation in construction and transport.

Ambassador Bechka reaffirmed Algeria’s commitment to strengthening ties with Vietnam, emphasizing the two nations’ longstanding friendship based on shared historical experiences and common positions on international issues. He pledged to contribute actively to promoting bilateral trade and economic cooperation that matches the strong diplomatic relationship.

The two sides discussed preparations for the upcoming intergovernmental session, to be held in Algeria, where they plan to review 15 memoranda of understanding (MoUs) proposed at the 12th session in Hanoi last October. Several of those MoUs, spanning areas such as environment, archives, security, and construction, remain unsigned and are expected to be finalized at the next meeting.

Ambassador Bechka confirmed that the Algerian Embassy is working closely with relevant authorities to finalize a new MoU with Vietnam’s Ministry of Construction. Both sides agreed to expedite the signing process.

Minister Tran Hong Minh and Ambassador Azeddine Bechka exchange commemorative gifts, symbolizing the traditional friendship between the two countries.

Minister Tran Hong Minh welcomed the Ambassador and highlighted the Ministry's role as the Vietnamese Co-Chair of the Intergovernmental Committee since its second session. He noted that the Committee had received strong support from the top leadership of both countries and played a key role in advancing cooperation across multiple sectors, including finance, education, industry, and agriculture.

“In addition to strong political and diplomatic relations, we now have concrete results and growing momentum for deeper collaboration”, Minister Minh said.

The Minister also noted that, as of March 1, 2025, the Vietnamese Ministry of Construction has expanded its scope following its merger with the former Ministry of Transport. This structural change opens new avenues for bilateral cooperation, particularly in transport infrastructure.

He added that Vietnam had completed internal procedures for a draft MoU with Algeria’s Ministry of Housing and Urban Planning and sent a diplomatic note and finalized draft to the Algerian Embassy in January 2025. Vietnam stands ready to sign the agreement at the upcoming intergovernmental session.

"Vietnam, as Chair of the Vietnamese Sub-Committee, will continue to support and monitor bilateral cooperation, particularly in construction and transport. We are committed to promoting high-level exchanges and fulfilling all joint commitments", Minister Minh said.

At the conclusion of the meeting, the two sides exchanged commemorative gifts, reaffirming their mutual goodwill and the shared desire to elevate bilateral ties.
