Vietnam reviews draft Urban and Rural Planning Law to boost decentralization, clarity

The Ministry of Construction is consulting on amendments to 17 articles of the Urban and Rural Planning Law, aiming to simplify procedures, enhance decentralization, and clarify urban definitions under the two-tier government model.

On September 12 in Ho Chi Minh City, the Ministry of Construction held a consultation conference on the draft Law amending and supplementing several articles of the Law on Urban and Rural Planning. The session was chaired by Deputy Minister Nguyen Tuong Van.

Deputy Minister Nguyen Tuong Van chaired the September 12th conference to consult on amendments to the Law on Urban and Rural Planning.

According to the Ministry’s report, the amendments were assigned under Notice No. 366/TB-VPCP, issued on July 16, 2025, as part of the 2026 Legislative Program. The revisions aim to align with the Party and State’s guidelines on legislative reform, restructuring the political system, and implementing the two-tier local government model.

The draft proposes amending 17 articles, introducing technical changes to 10 articles, and repealing two articles concerning administrative units at the district level. Key revisions focus on clarifying the definition and classification of urban areas, with criteria including spatial boundaries, functions, and infrastructure. Under the draft, urban areas will include cities, provincially administered towns, and special zones, all playing roles in socio-economic development.

Deputy Minister Nguyen Tuong Van emphasized that the amendments are designed to promote decentralization, simplify administrative procedures, and improve the business environment while ensuring consistency across the legal system.

At the meeting, leaders of local Departments of Construction and experts contributed numerous comments. Their inputs focused on practical issues and the need for greater delegation of authority.

Concluding the conference, Deputy Minister Nguyen Tuong Van affirmed that the Ministry would incorporate these contributions to finalize the draft before submitting it for review under the 2026 Legislative Program.
