HARUMI FLAG was developed on the site of the Tokyo 2020 Olympic and Paralympic Athletes’ Village, implemented by the Tokyo Metropolitan Government. Eleven major developers participated as designated constructors responsible for the construction of the redevelopment buildings.

One of the towers stands in the "Sun Village" zone on the western side of the site, designed by Mitsubishi Jisho Design and built by Maeda Corporation. The other, located in the "Park Village" zone to the south, was the other, located in the "Park Village" zone to the south, was designed by Nikken Sekkei in collaboration with Sumitomo Mitsui Construction, which served as the contractor.

Both towers incorporate base-isolation structures that reduce seismic forces transmitted to the buildings and vibration-control systems to absorb energy during earthquakes, enhancing structural safety. The twin towers, positioned at the heart of the district, were designed to complement each other visually.

The Sun Village and Park Village zones each contain seven buildings. In addition, the Port Village area includes four buildings with rental apartments, childcare facilities, and other services, while Sea Village comprises five condominium buildings. A separate commercial facility stands adjacent to these zones.
