According to Deputy Minister Tuan, transport infrastructure serves as the lifeline of the economy, shaping national development and integration. Guided by the Party’s Resolution on the three strategic breakthroughs, of which infrastructure is a key pillar, the Government has achieved notable results across road, rail, aviation, and seaport development.

During this period, Vietnam commenced construction of the Long Thanh International Airport, developed two international gateway ports capable of handling the world’s largest container vessels, and increased port and airport capacities by 1.5 and 1.34 times, respectively. Urban railway systems such as Cat Linh–Ha Dong, Ben Thanh–Suoi Tien, and Nhon–Ha Noi Station were put into operation, while major projects like the North–South high-speed railway and the Lao Cai–Ha Noi–Hai Phong corridor are being actively advanced.
The development of a modern, synchronized transport system has helped reduce logistics costs from 21% of GDP in 2018 to 17.5% and strengthened domestic corporations capable of independently designing and constructing large-scale projects.
Deputy Minister Tuan identified several key lessons learned during this period:
Consistent adherence to the Party’s guidelines and State policies, alongside continuous improvement of legal frameworks for infrastructure investment.
Enhanced decentralization and delegation of authority in project management.
Promotion of science, technology, and digital transformation to foster domestic transport technology enterprises.
Looking ahead to the 2025–2030 period, the Ministry of Construction and its Party Committee will focus on completing institutional frameworks and national planning, prioritizing expressways, high-speed railways, smart cities, and underground urban infrastructure. The Ministry will also mobilize public and private investment, optimize land-use efficiency, and attract green, low-carbon transport projects.
Deputy Minister Tuan emphasized the implementation of Politburo Resolutions No. 57 and 68, promoting high-quality human resources in high-speed rail, urban rail, and digital technology sectors, while expanding international cooperation to enhance regional connectivity and strengthen Vietnam’s position in the global transport network.
