Minister Tran Hong Minh orders all assigned tasks completed on schedule

Minister of Construction Tran Hong Minh has directed all agencies and affiliated units to ensure that no assigned task misses its deadline emphasizing discipline and responsibility in implementing key priorities during remaining months of 2026 ahead.

Chairing the Ministry’s July review meeting and conference on key tasks for August on July 31, the Minister acknowledged the efforts and achievements made by agencies and units across the Ministry while pointing out several persistent shortcomings. These included the slow disbursement of public investment, delays in several major projects, slow responses to recommendations from local authorities and businesses, and a number of serious traffic accidents in the road and maritime sectors.

The Minister noted that the Ministry faces an exceptionally heavy workload in the remaining months of the year, particularly as the construction sector is expected to achieve an annual growth rate of 18.2%. He said there are still 66 legal normative documents to be completed and more than VND 26 trillion in public investment capital to be disbursed.

He instructed all agencies and units to closely monitor the implementation of tasks assigned under conclusions and resolutions of the Politburo, the Secretariat and the Government, while regularly updating information on central and ministerial management systems to ensure that no assigned task becomes overdue.

"This is an order," the Minister stressed.

The Minister also set clear deadlines for several priority tasks. Relevant units were required to finalize the construction sector’s 2026 growth scenario and proposed solutions by August 15. Throughout August, agencies are expected to complete 12 Government reports on nationally important projects for submission to the National Assembly Standing Committee, while responses to voters’ petitions from the First Session of the National Assembly must be completed by August 5.

Regarding major infrastructure projects, the Railway Project Management Board was instructed to coordinate with the Ministry of Finance to negotiate the loan agreement for the Lao Cai–Ha Noi–Hai Phong railway project in accordance with Government directives, ensuring construction can begin in 2026. The board was also told to promptly hand over land clearance boundary markers to local authorities to accelerate site clearance.

For the North–South high-speed railway project, the Thang Long Project Management Board and relevant units were assigned to expedite the selection of consultants for the feasibility study, identify appropriate technologies and proactively prepare the necessary human resources for project implementation.
