Public investment disbursement gathered pace in July, with nearly VND 2.4 trillion released during the month.
The Ministry of Construction disbursed nearly VND 2.4 trillion in public investment in July 2026.
In the first seven months of the year, the Ministry disbursed nearly VND 12.9 trillion, equivalent to more than 33% of its adjusted 2026 public investment plan of approximately VND 38.9 trillion. The adjusted figure excludes railway projects whose investment responsibilities have been transferred to local authorities.
Projects managed directly by the Ministry recorded a disbursement rate of more than 35.5%, while those implemented by local authorities reached just over 18%.
According to the Ministry, project management units under its authority still need to disburse around VND 26 trillion between August and December, averaging roughly VND 5 trillion per month. In August alone, planned disbursement is estimated at nearly VND 2.5 trillion, excluding any backlog carried over from previous months.
The Ministry has urged several project management boards with below-average disbursement performance to accelerate implementation. These include the Railway Project Management Board, the Maritime and Waterway Project Management Board, the Ho Chi Minh Road Project Management Board, and the Thang Long Project Management Board.
At the beginning of 2026, the Ministry was assigned a public investment plan of approximately VND 137.3 trillion, including VND 133.8 trillion for the 2026 plan and VND 3.45 trillion in carry-over capital. The full amount was allocated to project owners and investment projects.
The Ministry subsequently obtained approval to reallocate part of the investment plan to local authorities and Vietnam Electricity (EVN) based on actual demand. It also reduced allocations for the North–South high-speed railway and the Lao Cai–Ha Noi–Hai Phong railway projects due to lower short-term disbursement requirements.
Following these adjustments, the Ministry’s remaining 2026 disbursement plan stands at approximately VND 38.9 trillion, excluding around VND 13.9 trillion earmarked for land clearance for the Lao Cai–Ha Noi–Hai Phong railway project, which will be implemented by local authorities.
