Revising the Civil Aviation Law to create new momentum for national development

At the 10th National Assembly session on October 22, Minister Tran Hong Minh, on behalf of the Prime Minister, presented the revised Law on Civil Aviation of Vietnam, aiming to modernize management and drive sustainable socio-economic growth.

At the 10th session of the 15th National Assembly on October 22, Minister of Construction Tran Hong Minh, on behalf of the Prime Minister, presented the draft Law on Civil Aviation of Vietnam (Revised).

Minister of Construction Tran Hong Minh presents the revised Law on Civil Aviation of Vietnam at the 10th session of the 15th National Assembly.

Minister Tran Hong Minh emphasized that the revision aims to institutionalize the Party and State’s policies, enhance the effectiveness and efficiency of state management in civil aviation, and create new driving forces for socio-economic development, national defense, and international integration.

The draft law clarifies management authority, updates regulations on aircraft operations, export, and airspace management, and ensures compliance with international treaties to which Vietnam is a member. These adjustments seek to strengthen safety, continuity, and efficiency in aviation operations while safeguarding national sovereignty and security.

It also revises provisions on airport planning, investment, construction, and operations to align with real-world practices, encouraging the participation of all economic sectors in airport development. The changes are expected to promote investment diversification and efficient use of aviation infrastructure.

The Minister noted that the revised draft introduces new provisions on aviation fees and charges, aviation inspectors, independent accident investigations, and health standards for aircrew and air traffic controllers. A new chapter on aviation safety management systems (SMS) has been added to meet ICAO standards and enhance national oversight capacity.

In addition, the law supplements regulations on the management of airline fleets, dual-use airport functions, and the efficient use of aviation assets. It also removes outdated provisions and eliminates flight assurance services from the list of conditional business sectors to ensure consistency with investment laws.

Minister Tran Hong Minh affirmed that these reforms are expected to modernize Vietnam’s civil aviation framework, promote international integration, and create new momentum for sustainable national development.
