On January 12, Minister of Construction Tran Hong Minh, together with Chairman of Khanh Hoa Provincial People’s Committee Tran Phong, attended the groundbreaking ceremony of the Golden Square Nha Trang Social Housing Project in Khanh Hoa Province.

Speaking at the event, Minister Tran Hong Minh said that both central and local authorities are intensifying efforts to implement the national program to develop at least one million social housing units during the 2021–2030 period, in line with targets assigned by the Prime Minister.
He urged Khanh Hoa authorities to strengthen leadership, speed up land allocation and clearance, ensure synchronized infrastructure, and proactively set aside budget resources to create clean land funds capable of attracting investors. The minister also stressed strict compliance with regulations on land use for social housing, including the provision of worker housing in industrial zones and the reservation of at least 20% of land in commercial housing and urban projects for social housing development.
Minister Tran Hong Minh further called on the province to adopt supportive policies for capable investors who already have access to clean land, in line with resolutions of the National Assembly and the Government.
Notably, he proposed that social housing projects be treated as priority projects and placed in a "green lane" for administrative procedures. This mechanism would allow parallel processing of investment, land, planning, construction and environmental approvals, significantly shortening licensing timelines.
The minister affirmed that the Ministry of Construction will continue to closely support localities and businesses, improve the legal framework and promptly remove obstacles to boost social housing supply, emphasizing that the development of social housing is a key political task with strong social and humanitarian significance.
