On the morning of November 4, during the 10th session of the National Assembly, deputies heard the Government’s proposal and the verification report on the draft amended Construction Law.

Presenting the proposal, Minister of Construction Tran Hong Minh said the revised draft had been streamlined to eight chapters with 97 articles — a reduction of 71 articles compared to the current law. The amendments focus on key principles and areas under the authority of the National Assembly.
The Minister emphasized that the law aims to institutionalize the Party and State’s policies to improve the legal framework for a socialist-oriented market economy, toward building a transparent, safe, and low-compliance-cost legal environment.
Notably, the draft revises the classification of projects based on investment type — public investment, public-private partnership (PPP), and business investment — to improve state management efficiency. This ensures that investment activities comply with the Investment Law while construction activities adhere to the Construction Law.
The proposed amendments also simplify multiple administrative procedures related to project preparation, appraisal, and construction design approval, marking an important step toward reducing bureaucracy and accelerating project implementation in the construction sector.
