Deputy Minister of Construction Nguyen Danh Huy has urged consultants to clarify transport demand, investment scenarios and socio-economic efficiency when planning two standard-gauge railway lines linking Vietnam with China.

At a meeting on April 9 reviewing planning reports for the Dong Dang–Hanoi and Mong Cai–Ha Long–Hai Phong routes, Huy emphasized the need to address key issues early to ensure feasibility and effectiveness.
He requested deeper analysis to select optimal options, including accurate demand forecasts, modal share and appropriate investment scale, such as single or double track.
Relevant agencies were also asked to assess impacts on defense land, potential electromagnetic interference with airports, land reserves, and connectivity with existing transport infrastructure, including expressways and cross-border networks.
Local authorities were urged to clearly define the role of these railway lines as drivers of regional growth, while prioritizing land allocation and investment resources.
Consultants were instructed to carefully evaluate transport demand, particularly in coastal corridors where multiple modes compete, to ensure the projects are implemented efficiently and avoid unnecessary investment.
